Pair or just bullies?

I bought a trio of Banggais from the LFS.
They are all diff sizes, I noticed the middle sized one chasing the small one and it hid in the corner of the QT, other than that it was ignored, but the bullying got a bit worse with the larger and the medium chasing it. I have since moved it to a breeder box. Once QT is over it will have plenty of space and hiding areas in the DT to stay away from the others.
So would the 2 be forming a pair or did they just like picking on the smallest one?
They don't chase each other and tend to hang out in the same area.

They are now in the 175G tank, the two hang out in an area between 2 rock formations, as well as near my 2 bubble tips. They stay here for most of the day, leaving to look for food and tour every now and again. Both are of equal size now. If they see the other one they will chase it, it now hangs out either near my overflow or behind the powerhead.
Its so sad to see it alone in a corner, still eats well though.

Well definitely a pair, male is carrying eggs. Wasn't expecting them to go at it so soon, they are only around an inch, and only been in the DT 2 weeks.
We shall see how he does.
