All I know is Mexico is a supporter of aquaculture and you can actually get government funding for it. At least that is how it is in Baja, so I imagine the mainland of Mexico is the same. I'm not sure how it works for non-residents or for an American to go down there and start up a business there either. I don't know how you'd go about starting this, but maybe look into their federal programs for aquaculture etc. to see if they have anything to offer.
LA wholesalers bring stuff in from Baja (abalone, snails and some fish I know for sure) I believe by truck right across the border, so I would think it's possible. There was a seahorse breeder (Hippocampus ingens) in Mexico that was shipping them, but I'm not sure if he is still doing it or not. I believe he had to fill out some paperwork, but no idea on the details there.
